关于未签字部分签证及联系单所涉工程量1160196.58元的问题。 南昌三建提供的收发文件登记表、文件接收登记表的记载以及签收人签字，能够证明该部分签证及联系单已经送达百城公司，而百城公司没有签字或回复。 补充合同约定：“如承包人在规定时间内未提交签证，则发包人不予确认，在规定时间内发包人未确认视为认可。 ”该部分工程量金额较大且所涉签证及联系单均已送达百城公司，若该部分工程量并未实际施工，百城公司应当及时提出异议，但其没有签字或者回复，不符合常理。 二审判决认定百城公司未按约定期限回复意见之行为视为认可，并无不当。
