Outlook 2010 will work on Windows 10 but it is not available for purchase or download from Microsoft – if you don’t have a license, you can try ebay etc. I recommend a modern version – you can usually find a retail version of office 2021 at a special pricing if you don’t want a subscription. On #2 – yeah, new Outlook has a lot of limitations.
