The European Union has authorized the confiscation and sale of Russian oil, grain and other cargo carried by “shadow fleet” tankers, according to Euractiv.
The measure is part of the EU’s 21st sanctions package, adopted 23 July. Member states can now seize and sell cargo, including oil and grain, from detained sanctions-violating vessels. Proceeds will not go to Russian individuals or entities.
The package also freezes the Russian oil price cap at $44 per barrel for one year, blocking an automatic rise to $58.
The EU has sanctioned 673 shadow fleet vessels and, for the first time, the ships that refuel them at sea.
It has also created a legal path to sell seized cargo rather than hold it in impound.
None of this mandates a single tanker to be intercepted.
Instead, meaningful action will depend on whether there is the political will to confront Russia at scale. An operation like that requires planning, funding, operational oversight and deployment of substantial ISR, naval and air assets.
