OK, Then The US Plan Is the Russian Plan
If you take the White House at its word that the 28 point framework is truly a U.S. diplomatic product, then you also have to accept what the document actually contains. The structure of the plan freezes territory in Russia’s favor, keeps Ukraine out of NATO, limits Ukrainian rearmament, restores Russian economic access, and requires very little from Moscow in return.
Multiple outlets report that Ukraine and Europe were largely excluded from the drafting. CSIS notes that the plan “leans heavily into Russian talking points.” Reuters says European leaders were “caught off guard” by how far it tilts toward Moscow. Macron stated plainly that the document reflects what Russia wants, not what Ukraine or Europe can accept.
So if this plan is, as the White House claims, an American design, then the conclusion is simple. The U.S. plan is the Russian plan. That is not a criticism. It is the logical result of taking the administration’s position seriously and comparing it to the objective, nonpartisan interpretation of the plan itself.
