The U.S. General Services Administration (GSA) has launched its OneGov Strategy, a bold initiative aimed at modernizing how the federal government purchases goods and services, according to a press release yesterday. In this first phase, agencies will gain easier access to IT tools with standardized terms and pricing. Original Equipment Manufacturers (OEM) will benefit from a more direct and predictable engagement model while taxpayers will benefit from a smarter, more secure federal IT enterprise.

The OneGov Strategy reflects a shift in how the federal government approaches buying what it needs—not as a series of isolated purchases, but as a shared enterprise that powers everything from citizen services to national security. The initiative supports President Trump’s April 2025 Executive Order on ensuring commercial, cost-effective solutions in federal contracts.

“The OneGov Strategy is a bold step forward for President Trump’s GSA and our mission to be responsible stewards of taxpayer dollars,” said GSA Acting Administrator Stephen Ehikian. “It’s about acting as one—aligning to our scale, standards, and security to meet the needs of today’s government while preparing for the future.”

The strategy calls for deeper, direct engagement with OEMs to ensure more transparent pricing, streamlined acquisition, and improved cybersecurity protections. While agencies have historically purchased software through resellers, this new approach prioritizes direct relationships to deliver better outcomes.

“This is a big win for both government and industry,” said Josh Gruenbaum, Commissioner of GSA’s Federal Acquisition Service. “We’re creating a more consistent, scalable, and efficient way to buy technology—one that benefits agencies, OEMs, and taxpayers alike. We expect this approach to have similar success and benefits across other categories.”

The launch of the OneGov Strategy builds on recent efforts led by GSA’s Office of the IT Category. Earlier this year, GSA announced a governmentwide Microsoft agreement under the Governmentwide Microsoft Acquisition Strategy (GMAS), securing stronger terms, enhanced cybersecurity, and improved support services for all agencies.

GSA also recently reached a landmark agreement with Google, offering a temporary 71% reduction in the price of Google Workspace for federal agencies. These agreements reflect GSA’s growing role as a central hub for procurement and demonstrate the value of approaching the market as a unified customer.

The OneGov Strategy will evolve over time, expanding into areas such as hardware, platforms, infrastructure, and cybersecurity services and other categories. GSA will continue to engage with agency and industry stakeholders to implement the strategy in a flexible, collaborative way. As a result of this and other initiatives, GSA will become the governmentwide hub for shared IT services.
