That’s not the article at all.
They found about 3500 tanks (all conditions) in reserve. If 🇷🇺 had 14k tanks and lost 10k-ish tanks, they would have almost nothing left, obviously not true.
Besides, your numbers don’t add up to 14k and OSINT suggests max 12k tanks pre-invasion.
