I don’t think 18-24 will make a dent. Their problem is same as the Russian one, trying to offload all the burden to the smallest possible subset of population.
Even if they started taking 18-24 they would only take a small portion of the most underprivileged of them.

they have extended the “deal” where you can come back after first infraction without any reprecussions until first march (it was until first january)
