HII’s Newport News Shipbuilding (NNS) unit confirmed on 25 April it had delivered Virginia-class fast-attack submarine
<em>New Jersey</em>
(SSN 796) to the US Navy (USN) in a release, noting the SSN is scheduled to be commissioned later in 2024.
</p>
<p>The submarine delivery comes at a time when the USN shipbuilding is coming under scrutiny – with the Virginia-class programmes being one of the efforts coming under intense focus – for running far behind schedule.</p>
<p>Not only is the Virginia shipbuilding programme off schedule, but lawmakers are questioning the recent USN fiscal year (FY) 2025 budget request for only a single submarine, when two were expected.</p>
<p>However, USN officials noted they are making the best decisions possible because of workforce and supply-chain issues that continue to plague the efforts to build submarines and other naval vessels.</p>
<p><em>New Jersey</em>
is the 11th Virginia-class submarine delivered by NNS and the 23rd built as part of the teaming agreement with General Dynamics Electric Boat.

<p>The vessel is a Block IV Virginia-class SSN, and these submarines are of particular concern, according to USN officials.</p>
<p>Block IV Virginia-class SSNs are running about 36 months behind schedule, while Block V Virginias are running about 24 months behind schedule, according to a 45-day shipbuilding review of these programmes and USN officials who spoke about the review’s findings on 2 April during a roundtable media discussion.</p>

Belgium becomes FCAS/SCAF observer country

<p>Belgium has joined France, Germany, and Spain in the Future Combat Air System (FCAS)/Système de Combat Aérien du Futur (SCAF) programme, with the Belgian government saying the country now has observer status.</p>
<p>Defence Minister Ludivine Dedonder and Deputy Prime Minister and Minister of Economy and Labour Pierre-Yves Dermagne announced the news in a joint communiqué released on 26 April.</p>
<p>“On 24 April the government obtained observer country status for Belgium as part of the FCAS/SCAF development programme,” the communiqué said.</p>
<p>As detailed in the announcement, the observer country status will afford Belgium access to information on the programme and its development, and will be able to participate in strategic discussions. “This will allow Belgium to get a clear idea of the programme and its implications for the Belgian defence industry,” the ministers said.</p>
<p>“At the same time as obtaining its observer status, Belgium is starting a specific research and development programme of EUR60 million [USD64.15 million]. This programme aims to position the Belgian defence industry in the best possible conditions to participate in the SCAF programme,” the ministers added.</p>
<p>Dermagne said that given Belgium’s recent experience of the Lockheed Martin F-35 Lightning II Joint Strike Fighter programme, it was decided to come in on the FCAS/SCAF effort at the earliest opportunity. “This should then allow us to obtain significant and structuring societal returns, while also having the opportunity to acquire the necessary know-how from the first phases, for the benefit of our companies and our workers,” he said.</p>
