Russia’s Relationship with Hamas and Putin’s Global Calculations

At least 16 Russian citizens died as a result of Hamas’s attack on Israel on 7 October, but Moscow did not condemn Hamas directly. And while the Kremlin labels some of its own—peaceful—political opponents as terrorists, it did not give this designation to Hamas.

Instead, President Vladimir Putin blamed US policies for the current Middle East crisis. He compared Israel’s blockade of Gaza to Nazi Germany’s siege of Leningrad—one of the most traumatic events in Russia’s history.

In this context, Putin offered to serve as a mediator between Israel and the Palestinians, while Hamas, according to Russian press reports, praised Putin’s position on the Israeli-Palestinian conflict. Russia has had a longstanding and well-documented relationship with Hamas. Still, Moscow’s response to the Hamas attack shows that it is aligning more explicitly with the global south as it seeks to erode the US-led liberal world order, what Putin claimed in June to be an “ugly neo-colonial system” coming to an end in favour of a multipolar world.

Longstanding Relationship with Hamas

Throughout the Cold War, the Soviet Union approached the Middle East through a rigid ideological lens. The KGB—the Soviet security agency— funded, trained, advised, and equipped anti-Western terrorist and militant groups in the region, including groups that saw the destruction of Israel as their primary goal.

The Soviet Union had no diplomatic relations with Israel from 1967, after the Six-Day War, until October 1991, approximately two months before the USSR ceased to exist. Throughout the 1990s and 2000s, the Russian government took a more flexible approach. It pursued good ties with Israel, styled itself as a mediator, joined the Quartet, and condemned acts of terrorism by Hamas.

Still, it did not label Hamas a terrorist organisation. In February 2006, Putin invited then-Hamas leader Khaled Meshaal to come to Moscow after its legislative election victory over Fatah. Subsequently, Hamas praised Moscow for its support. Recognition of legitimacy was important to him. During his visit in March that year, Meshaal told Russian state Rossiyskaya Gazeta, “We always knew the day would come when we could visit world capitals.”

Speaking in August 2006 in Kazan, Russia’s then-foreign minister Evgeniy Primakov reportedly said that he considers Hamas a humanitarian organisation but acknowledges it has a militant wing that commits terrorist acts. Since then, other Hamas visits to Russia followed and in 2010, Meshaal met with then-president Dmitry Medvedev.

Russian officials gave two reasons why they needed good relations with Hamas. First, a small number of Russian citizens, perhaps several hundred, lived in Gaza and worked at the Russian cultural centre Kalinka, under the auspices of the Russian foreign affairs ministry.

In practice, though, Russian cultural centres are known to serve as intelligence fronts. Palestinian politicians, on their part, saw Moscow as a counterweight to the US.

Although Hamas opposed Bashar al-Assad during Syria’s long civil war that erupted in 2011, Russia’s position towards Hamas did not change even though it supported the Syrian regime. In November 2015, for example, Deputy Foreign Affairs Minister Mikhail Bogdanov reiterated that Russia does not consider Hamas (nor Hezbollah, for that matter) as a terrorist organisation. Hamas leaders travelled to Kazan, the capital of Tatarstan, in September 2022 and to Moscow in March and September this year.

According to the Russian Foreign Ministry, the March meeting “touched on Russia’s unchanged position in support of a just solution to the Palestinian problem.” Hamas (and Iranian) officials were most recently in Moscow on 26 October after the Hamas attack on Israel.

Material Support

Russian-made weapons had found their way to Hamas for years. In May 2021, senior Hamas leader Osama Hamdan gave an interview to Russia’s investigative Novaya Gazeta.

In response to a question, “Where did Hamas get such a large number of Russian-made rockets used to attack Israel?” he said, “I think the Russian people should be proud they gave the oppressed peoples of the world weapons with which they can defend themselves. These weapons were sent to our region in the 60s and 70s.”

Putin’s Russia, for its part, at the very least, provided material support to Hamas. According to a 13 October Wall Street Journal report, Hamas-linked terrorist groups found ways to circumvent Western sanctions by utilising Russia’s cryptocurrency exchanges.

Ukrainian Center of National Resistance said that members of the paramilitary group Wagner allegedly participated in the training of Hamas militants on “assault tactics and the use of small unmanned aerial vehicles to drop explosive devices onto vehicles and other targets.” Ukraine’s Head of Defence Intelligence, Kyrylo Budanov, said that Russia has recently supplied Hamas with weapons but did not provide evidence for these claims. Senior Hamas official Ali Baraka said in an interview that aired on Russia’s main propaganda outlet, RT, that Hamas has a license from Russia to locally produce bullets for Kalashnikovs and that Russia “sympathises” with Hamas. He also claimed that Hamas’s attack would be taught in Russia’s military academies.

Moscow’s Global Calculus

There is no direct evidence that Moscow was involved in the 7 October attack or knew about it and looked the other way. But Putin benefits from the resultant chaos, including Western distraction from his war on Ukraine.

He is likely to use the opportunity to exacerbate this situation, including through cyber operations against US forces, disinformation campaigns, and the use of Wagner to support other anti-American actors in the Middle East. Most recently, Hamas reportedly gave access to an RT journalist to the tunnel network nicknamed the Gaza Metro. This shows the Kremlin will have added opportunities to shape the narrative with Arab audiences to fit Russia’s state objectives.

Earlier, Putin himself suggested that Western weaponry intended for Ukraine ended up in the Middle East through the black market. He said this was likely an effort to shape Arab audiences’ perceptions—to side with Russia over Ukraine and against the West over its support for Israel—to suggest that Israel is using Western weapons against Palestinians.

It may surprise some that Putin chose now to side so explicitly with Hamas after he personally cultivated Russia’s relationship with Israel for so long and jeopardised his image as a Middle East mediator who can talk to all sides. But the fact of the matter is, the Kremlin views world affairs through a narrow zero-sum prism: for Russia to win, the US and the West have to lose. This is a global vision, a challenge to the US-led liberal world order, which Putin threw most overtly by invading Ukraine, a war which Putin has cast as an existential battle with the West.

No matter the effort to cast himself as a mediator, he always leaned closer to anti-American forces in the Middle East. This trend simply accelerated after he invaded Ukraine and became more apparent.

Sure, there are risks and challenges for Putin now if the conflict between Israel and Hamas escalates and spills into other countries, but Putin has operated in less-than-ideal circumstances before. More to the point, he has not paid a price high enough to change his calculus.

Over a year and a half after the invasion, Russia has avoided global isolation. Moscow’s narrative on the war resonates outside the West, and it has been able to find avenues outside it to mitigate the effects of sanctions.

As Russia aligns closer with the global south to push for its alternative vision of a world order, it is going to seek to benefit, at a low cost to itself, from distraction from Ukraine in the West, the rise of anti-American sentiment in the Middle East, and empowering anti-American forces. In other words, it will seek to escalate with the West, either directly or through proxies. The US must do more to convince non-Western partners that Russia’s vision of the world order is a losing one and think creatively about how to impose costs on Moscow in a way that shifts Putin’s strategic calculus—that the cost of escalating with the West outweighs the benefits.

THOUSANDS of protesters gathered in Tel Aviv calling on Israel’s Prime Minister Benjamin Netanyahu to resign.

Footage on social media showed people, including the friends and families of Hamas hostages, gathered in central Tel Aviv demanding greater efforts from their government and the international community to bring their loved ones home.

It comes after thousands gathered across the UK yesterday, including in Glasgow (below), Edinburgh, Dundee, Aberdeen and Inverness, to show solidarity with Palestine.

Prime Minister Rishi Sunak meanwhile has warned that the Israel-Hamas war risks unleashing a “contagion of conflict” across the Middle East.

He said his recent two-day visit to the region demonstrated “that the UK stands in solidarity with them against terrorism” and that “there can be no justification” for the atrocities committed by Hamas.

On Saturday, thousands of demonstrators in Tel Aviv demanded Netanyahu’s resignation on the 15th day of the war, which started on 7 October.

It was reported on Sunday morning that Israeli warplanes struck targets across Gaza overnight on Saturday and into Sunday, as well as two airports in Syria and a mosque in the occupied West Bank.

The military has acknowledged there are still hundreds of thousands of Palestinian civilians in northern Gaza despite a sweeping evacuation order, which would complicate any ground attack.

On Saturday, 20 trucks of aid were allowed to enter Gaza from Egypt through the Rafah crossing, the first time anything has gone into the territory since Israel imposed a complete siege two weeks ago.

Aid workers said it is far too little to address the spiralling humanitarian crisis in Gaza, where half the territory’s 2.3 million people have fled their homes.

Hospitals packed with patients and displaced people are running low on medical supplies and fuel for generators, forcing doctors to perform surgeries with sewing needles, using kitchen vinegar as disinfectant, and without anaesthesia.

In a post on Twitter/X yesterday, Medical Aid For Palestinians shared images and stated that “the lives of 130 premature babies are in imminent danger if fuel does not reach hospitals soon”.

It said: “There are six neonatal intensive care units at hospitals in Gaza, including Shifa and Nasser hospitals.

“Since October 9, Israeli authorities have imposed a “total closure” on Gaza, halting the entry of fuel and electricity.”

Humza Yousaf responded to the post and said: “How can this be justified? What crime have these babies committed?

“This is why collective punishment must be called out and condemned. Let aid in, including fuel. Otherwise, these images should haunt us for the rest of our lives.

“A ceasefire is needed and needed now.”

Israel’s military has said it is striking Hamas members and installations, but does not target civilians.

Palestinian militants have continued daily rocket attacks, with Hamas saying it targeted Tel Aviv early on Sunday.

Netanyahu convened his Cabinet late on Saturday to discuss the expected ground invasion, Israeli media reported.

Military spokesman Rear Admiral Daniel Hagari said Israel plans to step up air strikes, starting from Saturday, as preparation for the “next stages of the war”.

More than 1400 people in Israel have so far died in the war – mostly civilians killed during the initial Hamas attack.

At least 210 people were captured and dragged back to Gaza, including men, women, children and older adults. Two Americans were released on Friday in what Hamas said was a humanitarian gesture.

More than 4300 people have been killed in Gaza, according to the Hamas-run Health Ministry. That includes the disputed toll from a hospital explosion.

Experts Say Hamas Used North Korean Weapons: What It Means for Israel, Nuclear Arms

Earlier this week, South Korean officials and independent expert analysts said the militant group Hamas likely used North Korean weaponry in its surprise attack on Israel on Oct. 7, based on images and video evidence.

Among the North Korean-made arms found in the attack were F-7 rocket-propelled grenades (RPG) and 122mm artillery shells. A video examined by the Associated Press also showed Hamas fighters with Pyongyang’s anti-tank missile.

National Security Council spokesperson John Kirby said he could not confirm the reports about the source of the rockets being used by Hamas on Oct. 19.

The kinds of weapons allegedly used can make the maneuvering of Israeli forces in an urban warfare operation more difficult, according to retired USAF Maj. Gen. Larry Stutzriem, the director of research for the Mitchell Institute for Aerospace Studies.

“RPGs could be used to shoot at Israeli helicopters during landing, liftoff, or in hover,” said Stutzriem. “But what they really want to do is if the Israelis go into Gaza, use the RPGs to attack mechanized vehicles that are carrying troops and weapons. And the mortars and rockets are terror weapons, also, in that they could be launched at Israeli civilians.”

Stutzriem highlighted that although these weapons may not be “game-changers” for the militant group, their potential significance hinges on the undisclosed quantity of North Korean arms, such as the anti-tank systems, in possession of Hamas.

Pyongyang has denied its weaponry was involved in the attacks, via its news agency KCNA. But a North Korean state newspaper has published an article blaming Israel for its “persistent criminal acts against the Palestinian people.”

Stutzriem says the discovery of North Korean weaponry in the possession of militant groups such as Hamas should not come as a surprise.

“North Korea has been building its illicit arms sales for a long time,” said Stutzriem. “The intelligence community has been watching this for decades, going back to the early 1990s. The way the regime has raised income is by selling largely, almost absolutely to the countries that are opposed to the allied democracies in the world.”

It is likely Iran facilitated the procurement of these arms, Stutzriem added.

Pyongyang has a history of selling missiles and sharing nuclear technology with countries such as Egypt, Iran, Libya, Syria, and the United Arab Emirates, according to the U.N. Security Council.

In 2009, Israel reported a North Korean cargo plane seized in Thailand was en route to Hamas and Hezbollah, carrying over 35 tons of weaponry, including rockets and RPGs.

Stopping the regime from profiting through weapon sales is “very hard,” said Bruce Bennett, an international/defense researcher at the RAND Corporation.

“North Korea can send weapons on ships or aircraft going to Iran. And then Iran can send them forward into Egypt and then into Gaza,” Bennett said. “There are some things we could do to potentially intercept some of those ships, but as long as there are third-party ships or third-party aircraft, it’s difficult to interdict that kind of flow.”

Bennett suggested a more practical approach would be for the U.S. to persuade its partners within the Proliferation Security Initiative, launched in 2003 to prevent the trafficking of weapons of mass destructions and material.

“One of the best ways Washington could do is go through the Proliferation Security Initiative,” said Bennett. “They’re not going to stop aircraft moving but they will stop ships moving if they think they have contraband.”

Through the PSI, the U.S. persuaded Panama to intercept a North Korean ship in 2014, carrying concealed weapons from Cuba back to Pyongyang beneath a million pounds of sugar.

Bennett added that among nuclear-armed states including Russia and China, North Korea stands out as the most probable candidate for selling nuclear arms to Middle Eastern militant groups, even though its leader Kim Jong Un would exercise extreme caution in doing so.

“I think Kim’s objective is to have 300 to 500 nuclear weapons. He said just last year that just for one of his missile systems, he plans to make 100 Navy missiles that all have nuclear warheads,” Bennett said. “So, my guess is once he gets to 200 to 300 range, he has what’s called the Nuclear Shadow, that is, he takes an action like sending nuclear weapons to Hamas.”

RAND projects by 2027, Pyongyang may possess around 200 nuclear weapons, several dozen ICBMs, and numerous theater missiles for nuclear delivery.

Russia’s Wagner group to enter Israel-Hamas war and provide air support to Hezbollah; Pentagon expresses concern


The Israel-Hamas conflict is set to take a dangerous turn with Russia’s paramilitary, Wagner Group, announcing its interest in providing high-tech air defence support to Hezbollah, according to a new report.

Two US officials have confirmed to the Wall Street Journal that Wagner intends to send Iran-backed Hezbollah terror group the Russian SA-22 Greyhound system. This is a surface-to-air missiles and anti-aircraft artillery to intercept aircraft.

Hezbollah, is an Iran-backed terrorist group that’s based in Lebanon. It has been exchanging fire with Israeli forces across the country’s northern border while Israel wages a ground and air war against Hamas in the southern enclave of Gaza.

The Greyhound anti-aircraft system, or what Russia calls the Pantsir-S1, is expected to give Hezbollah advanced capabilities to repel Israeli aircraft, cruise missiles, and precision munitions.

WSJ quoted Pentagon spokesman, Brig. Gen. Pat Ryder, that the report was ‘very concerning’, if true.

It’s still uncertain whether the anti-aircraft system has already been delivered. However, officials are monitoring talks between Wagner and Hezbollah, and considered the issue one of major concern.

Wagner Group had launched a failed mutiny against Russian leader Vladimir Putin in June. It is a state-financed private military company previously led by Yevgeny Prigozhin, who died later in a plane crash

What is Russian SA-22 Greyhound system

Comprising a missile launcher, radar truck, and command post, the SA-22 Greyhound is engineered to provide point air defence against both manned and unmanned aircraft, as well as certain types of missiles.

James Brooke: With Crimea bridge crippled, Russia forced to rethink regional strategy

As Ukrainian cruise missiles and sea drones pound Crimea day after day, Russia quietly resorts to plan B: building a 250-mile railroad to supply food, fuel and ammunition to its troops entrenched in southern Ukraine.

Over the last decade, Russia turned Crimea into a massive aircraft carrier in the Black Sea. Two years ago, Russia used the peninsula as a springboard for its invasion of southern Ukraine.

In advance, President Vladimir Putin built the longest bridge in Europe, linking Crimea with Russia’s mainland. Tying his personal prestige to the project, Putin inaugurated the road and rail bridge by driving a truck across the four-lane, $4 billion Kerch Strait Bridge. However, over the last year, Ukrainian missiles and drones severely damaged the bridge, forcing Russia to move food and fuel across the strait by ferry. Attempts to camouflage the bridge and warships with white smoke are not working.

“Although fully operational, use of the bridge remains restricted due to procedures enacted following the first Ukrainian attack in October 2022,” British defense officials said last month. “Trucks and fuel supplies continue to be moved by ferry.” Defending the bridge is “almost certainly a significant burden … Russian security forces’ confidence in their ability to protect this large and vulnerable structure will continue to be threatened by the ingenuity of Ukraine’s military and security services.”

Last week, at the Crimean end of the bridge, a French-supplied cruise missile severely damaged a state-of-the-art Russian missile carrier ship, the Askold. Then, on Friday, Ukrainian sea drones sank two Russian landing craft docked in western Crimea, facing Odesa. In a campaign that rewrites naval warfare tactics, Ukraine, a nation without a navy, has sunk or severely damaged at least 20 vessels of Russia’s Black Sea fleet.

With Crimea crippled, Russia now falls back on a 19th-century military technology favored by the czars: railroads. Last summer, the Kremlin created a new state company: Novorossiya Railways. This “New Russia” railroad will serve the four regions of Ukraine claimed by Moscow: Donetsk, Kherson, Luhansk and Zaporizhzhia.

“Driving across the Crimean bridge not only is far, but today the bridge is an object of increased danger,” Russia-appointed head of Zaporizhzhia Evgeniy Balitsky told reporters in Melitopol, capital of Russia’s section of the region that constitutes about two-thirds of its land area.

Once a major rail junction, Melitopol would be the western terminus of a new rail line that would start in Rostov-on-Don, southern Russia’s military base of operations for the invasion of Ukraine. Hugging the northern shore of the Sea of Azov, the new rail line is to duplicate an existing line, one now deemed too close to Ukrainian front lines.

“The new line will be a safe distance away from the front line of the conflict, meaning that Ukrainian shelling should not pose a threat to trains,” Mr. Balitsky said, according to Moscow’s Russia Briefing news site. “Work has already started.”

In recent weeks, Ukraine received from America Army Tactical Missile System, or ATACMS. With these rockets, Ukraine can hit any target in Russia-occupied Ukraine, including all of Crimea. However, it is easier to fix a rail line than a bridge.

In a second step away from the Kerch Bridge, long the icon of Putin’s conquest of Crimea, a highway would be built south from Melitopol into Crimea. This is due to “a drastic reduction in dependence on railway communication via the Crimean Bridge,” exiled Melitopol city official Petro Andriushchenko said on his Telegram channel.

Once a Kremlin “red line” for Ukrainian military action, Crimea has been hit so hard that it increasingly is defenseless. Ukrainian drone and missile attacks have taken out most of the Russian surface-to-air missile, or SAM, systems in Western Crimea, the land that juts into the Black Sea, 100 miles south of Odesa. With drones and missiles hitting military targets almost daily, Russia has moved its most modern warships 250 miles to the east, to Novorossisk, a port on Russia’s mainland.

With much of the pressure off the Western Black Sea, Ukraine has opened a shore-hugging shipping corridor to get its grains and metals to the outside world. Russia reacted by sowing sea mines and firing a missile at a Liberian bulk metal carrier, killing the Ukrainian harbor pilot who was guiding the ship into Odesa. However, the “humanitarian corridor” remains open. Over the last 10 weeks, 100 ships have made the passage, carrying 3.3 million tons of cargo.

“The Russian Fleet is no longer able to operate in the western part of the Black Sea, and is gradually fleeing from Crimea — and this is a historic achievement,” Ukrainian President Volodymyr Zelenskyy told the Crimean Platform security conference in Prague last month. “We have not yet gained full fire control over Crimea and surrounding waters, but we will. This is a question of time.”

As for the now crippled road and rail bridge, Ukraine’s military intelligence chief Kyrylo Budanov predicted in an interview last month with Ukrainska Pravda: “The Crimean bridge is a symbol that will be destroyed. When Crimea returns [to Ukraine], this bridge will cease to exist.”

Russia’s Wagner group prepares to send Hezbollah weapons amid clashes with Israel, US says

Russia’s mercenary group is preparing to deliver an advanced air defense missile system to Hezbollah as the Lebanese militia group clashes with Israel, according to US intelligence.

American officials are currently monitoring discussions between the Wagner mercenary group and Lebanon’s Hamas-supporting militia over the possible delivery of the SA-22, a system that uses anti-aircraft missiles and guns to combat airstrikes, the Wall Street Journal reports.

The SA-22 system, also known as Pantsir-S1, is a truck-mounted surface-to-air missile and anti-aircraft artillery weapons system made in Russia.  

The weapon has seen action in the Russian-Ukraine War and could be deployed in the Middle East as a defense for the Iran-backed militia group against Israel’s airstrikes.

Clashes between Israel and Hezbollah have increased along the Lebanese border as the war with Hamas rages in Gaza.

American officials say the SA-22 has yet to be delivered to Lebanon, but noted that some Hezbollah and Wagner personnel are currently stationed in Syria.

It remains unclear if the weapon could be transported from Lebanon to Gaza as a means to help Hamas combat Israel’s bombardments of the Palestinian enclave.

Russian officials have yet to comment on the alleged discussions between Wagner and Hezbollah.

The US has made its presence known in the area by stationing an aircraft carrier in the Eastern Mediterranean as a deterrent for Hezbollah to join Hamas in attacking Israel.

After Israel declared war on Hamas on Oct. 7, President Biden warned outside parties from staging an assault on Israel’s borders.

Despite the warning, the heads of Hamas, Hezbollah, and the Palestinian Islamic Jihad met last week to announce their united war against the Jewish State.

The trio of terrorist leaders — dubbed the “axis of resistance” — met to set a goal for achieving “a real victory for the resistance in Gaza and Palestine” and halt Israel’s “treacherous and brutal aggression against our oppressed and steadfast people in Gaza and the West Bank,” according to a brief statement released afterward.

The meeting came after Israel vowed to launch a full-scale military assault against Iran if Hezbollah joined the ongoing war.

“The plan of Iran is to attack Israel on all fronts. If we find they intend to target Israel, we will not just retaliate to those fronts, but we will go to the head of the snake, which is Iran,” Nir Barkat, Israel’s Minister of Economy, told the Daily Mail.

Gaza Strip

Axis of Resistance campaign objectives:

Israeli Clearing Operations

Palestinian militias targeted IDF ground forces with small arms, anti-tank fire, and indirect fire in the northern Gaza Strip. IDF spokesperson Daniel Hagari said that the IDF is encircling Gaza City from the air land, and sea.[i] Fighting continued behind the Israeli forward line of advance in the central Gaza Strip, however. The al Qassem Brigades—the militant wing of Hamas—claimed responsibility for attacking IDF forces in the northwest, northeast, and south of Gaza City.[ii] The al Qassem Brigades used anti-tank munitions and their intricate network of tunnels underneath the Gaza Strip to ambush IDF forces.[iii] They also used rockets and mortars to attack IDF vehicles and infantry near the Erez military checkpoint on the northern border.[iv]  The al Quds Brigades—the militant wing of Palestinian Islamic Jihad (PIJ)—claimed to fire artillery at advancing IDF vehicles along the coast.[v] The al Quds Brigades military spokesmen said his fighters fired anti-tank munitions at Israeli vehicles and thwarted a maritime landing attempt west of Gaza City.[vi] A Palestinian journalist reported clashes in the Zaytoun and Shujaia neighborhoods southeast of Gaza City on November 3.[vii] Palestinian militias have attacked IDF forces and vehicles in Zaytoun neighborhood since October 30 as the IDF attempts to clear territory south of the city.[viii]

Hamas and PIJ are coordinating attacks on IDF ground forces in the Gaza Strip. The al Qassem Brigades conducted an attack against IDF ground forces northwest of Gaza City on November 3 with artillery support from the al Quds Brigades.[ix] Hamas and PIJ leadership have coordinated throughout the war in bilateral planning meetings. [x] The tactical coordination on the ground and coordination at the senior level is consistent with the reality that the IDF is facing a coalition of several Palestinian militias in the Gaza Strip.

The IDF said its forces recently took over a Hamas military stronghold used by Nukhba–a naval special forces unit of Hamas’ militant wing–and Hamas’ operational intelligence headquarters in Jabaliya.[xi] The Assistant to the Israeli director of military intelligence said that Jabaliya is a hub of Hamas’ tunnel network used for weapons stockpiles, rocket firing positions, and tunnels leading to the coast.[xii] The IDF is degrading Hamas’ naval capabilities, which Hamas could use to target Israeli gas rigs and other infrastructure, according to an Israeli journalist.[xiii] Palestinian militants continued to operate in Jabaliya. The al Quds Brigades claimed to engage IDF forces at a “close distance” east of Jabaliya.[xiv]

Palestinian militias in the Gaza Strip conducted indirect fire attacks into Israeli territory, primarily in Southern Israel. Palestinian militias in the Gaza Strip conducted indirect fire attacks into Israel at a decreased rate on November 3. The al Qassem Brigades claimed responsibility for four indirect fire attacks.[xv] The al Quds Brigades claimed responsibility for another four indirect fire attacks. The al Quds Brigades’ indirect fire targeted Israeli military concentrations in three locations adjacent to the Gaza Strip.[xvi] The National Resistance Brigades—the militant wing of the Democratic Front for the Liberation of Palestine (DFLP)—claimed one indirect fire attack into southern Israel.[xvii]

West Bank

Axis of Resistance campaign objectives:

  • Draw IDF assets and resources toward the West Bank and fix them there

CTP-ISW recorded 12 separate clashes between Israeli forces and Palestinian militants in the West Bank on November 3. CTP-ISW also recorded 10 instances of IED attacks against Israeli forces in the West Bank, which is an increase compared with the daily average of IED attacks in the area over the past week. The Tulkarm Battalion of the al Aqsa Martyrs Brigades claimed IED attacks against Israeli forces in four locations in Tulkarm on November 3.[xviii] The Tulkarm Battalion of the al Quds Brigades engaged Israeli forces with small arms and IEDs in Tulkarm at the same time as the al Aqsa Martyrs Brigades’ attack on November 3, indicating possible coordination between the groups.[xix] The al Aqsa Martyrs Brigades and al Quds Brigades previously conducted combined attacks in Tulkarm on October 30.[xx]

Palestinian militants engaged Israeli forces in small arms and IED attacks in the Jenin refugee camp overnight on November 2-3 amid Israeli arrest raids.[xxi] The Jenin Brigade of the al Quds Brigades claimed it conducted small arms and IED attacks on Israeli forces on November 3, presumably in Jenin, though the brigade did not indicate where the attacks occurred.[xxii] The IDF conducted an airstrike which it said killed multiple militants in the Jenin refugee camp on November 3.[xxiii] The IDF also dropped leaflets calling for West Bank residents not to work with Hamas and other militant groups.[xxiv] The attacks came after West Bank residents in Jenin and Tulkarm broadcasted a speech by al Qassem Brigades spokesperson Abu Obaida on November 2, who said its fighters would ”make the enemy pay.”[xxv]

Southern Lebanon and Golan Heights

Axis of Resistance campaign objectives:

Lebanese Hezbollah and other Axis of Resistance militias conducted three attacks from southern Lebanon into Israel on November 3, including one attack using a one-way attack drone. LH claimed two attacks, including a one-way attack drone targeting Israeli forces near Mt. Dov.[xxvi] The IDF reported that the drone attack wounded two soldiers, and that the IDF targeted an LH military position with an airstrike in response.[xxvii] Unspecified militants also fired an anti-tank guided missile targeting an Israeli military site near Manara.[xxviii]

Iran and Axis of Resistance

Axis of Resistance campaign objectives:

  • Demonstrate the capability and willingness of Iran and the Axis of Resistance to escalate against the United States and Israel on multiple fronts
  • Set conditions to fight a regional war on multiple fronts

LH Secretary General Hassan Nasrallah’s November 3 speech supports a long-running Iranian and Axis of Resistance information operation that claims Israeli actions are an extension of US policy.[xxix] Nasrallah said that the United States is “completely responsible” for Israeli operations in the Gaza Strip.[xxx] He added that to avert US involvement in the war, Israeli operations in the Gaza Strip must cease.[xxxi] Nasrallah also threatened that if the war expands, the United States will suffer the most and “endure the greatest losses.”[xxxii] This information operation is implicitly threatening that LH will expand the war if the United States does not constrain Israeli ground operations. Nasrallah’s threats and the information operation are consistent with Iran’s and its so-called Axis of Resistance’s objectives. We assess these objectives to be (1) deter Israel from trying to destroy Hamas in the Gaza Strip, (2) prevent Israel from destroying Hamas if deterrence fails, and (3) deter the United States from providing military support for Israel’s ground operation in the Gaza Strip.[xxxiii]

Nasrallah also identified halting the fighting in Gaza and securing a victory for Hamas in the region as LH’s two primary objectives as part of his justification for failing to increase support to Hamas. Nasrallah said that LH seeks to halt the fighting in Gaza and secure a victory for Hamas, which he claims would further the interests of the people of the region.[xxxiv]   Nasrallah justified the relatively low-level of support that LH has provided for Hamas by arguing that LH has successfully fixed large numbers of Israeli forces on the Israel-Lebanon border.[xxxv] Nasrallah noted that any further LH actions depend on Israeli operations in Gaza, adding that ”all options are on the table.”[xxxvi] These statements are consistent with CTP’s assessment of LH’s activity on the Israel-Lebanon border, which aims to draw IDF assets and resources toward northern Israel while setting conditions for successive campaigns into Israel.[xxxvii]

Iranian state media widely covered Nasrallah’s speech on November 3.

  • State-controlled outlets primarily focused on Nasrallah’s threats to US assets and forces in the region, warnings about the expansion of the war to new fronts, and claims that the Al Aqsa Flood Operation was “100 percent” a Palestinian initiative.[xxxviii] The Iranian regime, like Nasrallah, has in recent weeks accused the United States of being directly involved in the war.[xxxix] The regime has additionally set informational conditions to blame the United States and Israel for any further escalation of the war, as CTP-ISW previously reported.[xl]
  • IRGC-affiliated Fars News Agency framed Nasrallah’s speech as marking the opening of a new front against Israel that can “inflict a final blow on the Israeli military and government.”[xli] This framing differed from other Iranian media coverage of Nasrallah’s speech in that it framed the speech itself as an escalation, rather than as a warning of future escalation. Fars notably published this statement approximately 10 minutes after the conclusion of Nasrallah’s speech.
  • Iranian officials and media emphasized Israel’s “fear” of Nasrallah and LH on November 3. Tabriz, East Azerbaijan Friday Prayer Leader Mohammad Ali al Hashim stated that Nasrallah “terrifies” Israel, which he described as a “victory.”[xlii] Al Hashim added that Israel’s “fear” of Nasrallah underscores the “high importance of Nasrallah in equations in West Asia and even in the world.” Iranian media separately recirculated Israeli reporting that LH is waging a “psychological war” against Israel and that the IDF had been in “full alert” and “on standby” ahead of Nasrallah’s speech.[xliii]
  • Iranian media highlighted Iranians’ support for Nasrallah. Raisi administration-affiliated IRNA reported that “thousands” of Iranians gathered in Tehran on November 3 to support Palestinians and watch Nasrallah’s speech.[xliv] Fars similarly reported that university students gathered near the former US Embassy in Tehran to watch Nasrallah’s speech.[xlv] Various state-controlled outlets livestreamed Nasrallah’s speech on November 3.

Harakat Hezbollah al Nubja (HHN) leader Akram al Kaabi released a statement on November 3 in reaction to Nasrallah’s speech stating that the Iraqi resistance is ready to participate in the Israel-Hamas war with ground forces.[xlvi]  Kaabi said Iraqi ground forces can take on Israel side-by-side with Palestinian and Lebanese militias. Kaabi also affirmed that the Islamic Resistance in Iraq’s battle with American forces is an existential battle and will not end without total liberation. Kaabi previously announced on November 1 that the Islamic Resistance in Iraq would liberate Iraq by military force and to expect greater attacks.[xlvii]

The Islamic Resistance in Iraq—a coalition of Iranian-backed Iraqi militias—claimed two attacks inside Israel on October 3, the group’s first time attacking outside Iraq and Syria. The Islamic Resistance in Iraq claimed to attack vital Israeli infrastructure on the coast on the Dead Sea with unspecified weapons.[xlviii] The group also claimed an unspecified attack on the Israeli Red Sea city of Eilat in response to Israeli attacks against Palestinian civilians.[xlix] The Al Qassem Brigades reposted the Islamic Resistance in Iraq’s Eilat claim.[l] Islamic Resistance in Iraq said it would start a new phase of confrontation next week that will be more severe and wider across the region.[li]

The Islamic Resistance in Iraq also claimed responsibility for a one-way drone attack targeting US forces in Iraq on November 3. The Islamic Resistance in Iraq claimed it launched two drones targeting US forces near the Erbil International Airport in Iraqi Kurdistan and achieved “direct hits.”[lii] Reuters cited two security sources reporting that US forces shot down two drones targeting the al Harir base, which is a separate location thirty miles north of Erbil International Airport.[liii] The US Department of Defense stated on November 2 that there had been 28 attacks on US forces in Iraq and Syria since October 17.[liv]

An Islamic Revolutionary Guards Corps (IRGC)-linked Mahan Air flight purportedly transporting shoulder-mounted anti-aircraft missiles (MANPADs) landed at the Russian Hmeimim military airport in northern Syria from Tehran on November 2.[lv] Israeli media said that the airplane carried five tons of weapons and arrived at the airport, which it said appears to provide a safe cover for the IRGC.[lvi] Four trucks carried the plane’s cargo to central and southern Syria, according to local opposition media.[lvii] CTP-ISW cannot corroborate or verify these claims. Sources at Hmeimim Airport reported to opposition media that Russia agreed to let Iran use its military airport in Syria for weapons transfers.[lviii] This claim is consistent with a report from Kuwaiti newspaper al Jarida on October 2 that LH would provide weapons to Russia for its war in Ukraine in exchange for Russian forces transporting Iranian weapons through Syria to LH in Lebanon. CTP-ISW previously reported on this supposed Iran-LH-Syria-Russia deal in detail on October 2.[lix] Russia may be able to facilitate weapons shipments without risking Israeli airstrikes interdicting them. Russia and Israel have a complex relationship in Syria, as Israel has historically relied on Russia to curb Iranian activities in Syria.[lx] Israel has stopped giving Russian forces advanced warning of its strikes into Israel, however.[lxi]

Wagner elements in Syria will reportedly transfer Russian Pantsir-S1 air defense systems that Syrian President Bashar al-Assad has agreed to provide to Iranian-backed Lebanese Hezbollah. (NOTE: This text also appeared in the Institute for the Study of War’s November 3 Russian Offensive Campaign Assessment) CNN reported on November 3 that two people familiar with US intelligence stated that Assad agreed to provide the Russian air defense systems to Hezbollah and tasked Wagner with their delivery during joint conversations between the three actors.[lxii] The Wall Street Journal reported on November 2 that US intelligence indicated that Wagner itself would give the Russian air defense systems to Hezbollah.[lxiii] Israel frequently conducts airstrikes on Iranian weapons shipments into and through Syria, and Assad may have asked Wagner to deliver the air defense systems to Hezbollah to act as a deterrent to potential Israeli interdiction efforts.[lxiv] CTP-ISW has previously assessed that Russia may be able to facilitate weapons shipments in Syria without risking Israeli airstrikes, and the Kremlin may believe that this Israeli reticence will extend to Wagner.[lxv] Russia and Israel have a complex relationship in Syria, as Israel has historically relied on Russia to curb Iranian activities in Syria.[lxvi]

Iranian Foreign Affairs Minister Hossein Amir Abdollahian held separate phone calls with Syrian Foreign Minister Faisal Mekdad and Russian Foreign Minister Sergei Lavrov on November 3.[lxvii] Abdollahian emphasized the readiness of Axis of Resistance members to act against Israel during his meeting with Mekdad.[lxviii] These phone calls follow Iranian Supreme National Security Council Secretary Rear Admiral Ali Akbar Ahmadian’s meeting with Russian President Vladimir Putin’s Special Representative for Syrian Affairs Alexander Lavrentiev in Tehran on November 2.[lxix] Iranian media additionally recirculated on November 3 Western reporting that Israel is not giving Russian forces advanced warning of its strikes into Syria.[lxx]

Iraqi Prime Minister Shia al Sudani removed two professional, experienced military commanders on November 1, possibly due to pressure from the Iranian-backed Shia Coordination Framework. Sudani removed Counter-Terrorism Service commander LTG Abdul Wahhab al Saadi and Baghdad Operations Commander LTG Ahmed Salim Bahjat, replacing them with experienced CTS LTG Karim Abboud Mohammed and former Prime Minister Nouri al Maliki-linked MG Walid Khalifa al Tamimi respectively.[lxxi] An Iraqi political analyst said that the sackings were due to “political influences,“ adding that the Shia Coordination Framework fears the CTS after it conducted raids targeting Iranian-backed factions under former Prime Minister Mustafa al Kadhimi.[lxxii] The analyst added that the Framework is attempting to ”control” the CTS and that ”those in power” are fearful of a CTS-led coup.[lxxiii]

The Secretary General of the Iraqi Defense Ministry issued instructions to the Iraqi Army Chief of Staff on October 28 to ensure troop and materiel readiness on account of the rapidly changing security situation.[lxxiv] The leaked letter instructed forces to protect weapons and ammunition depots, to repair all military equipment and weapons, and secure barracks and bases, and advised additional intelligence collection against future threats.

Iranian Foreign Affairs Minister Hossein Amir Abdollahian is continuing to coordinate politically with senior Hamas leadership. Abdollahian held a phone call with Hamas Political Bureau Chairman Ismail Haniyeh on November 2, marking the fourth time Abdollahian and Haniyeh have discussed the Israel-Hamas war since October 7.[lxxv] Iranian media did not provide details of what Abdollahian and Haniyeh discussed. Their phone call notably comes amid IDF spokesperson Rear Admiral Daniel Hagari’s November 2 announcement that Haniyeh is slated to travel to Tehran.[lxxvi] Iranian diaspora and anti-regime media recirculated Hagari’s announcement, although state-controlled outlets have not responded to or denied the announcement.[lxxvii]

Anti-regime outlet Iran International claimed on November 3 that senior Harakat Hezbollah al Nujaba (HHN) commanders are in Tehran.[lxxviii] CTP cannot independently verify this claim, although it is entirely plausible that HHN commanders are coordinating their actions vis-à-vis the Israel-Hamas war with Iranian officials. HHN has previously attacked US forces in Iraq and is affiliated with the Iranian-backed militia Asaib Ahl al Haq, which is a member of the Islamic Resistance in Iraq.[lxxix] HHN was one of three Iranian-backed militias that released a statement on November 1 signaling that they may escalate against US forces in Iraq and Syria, as CTP-ISW previously reported.[lxxx]
