Biden’s CIA head wrote a memo in 08, as amb to Russia, listing all the things the US has done in Ukraine since as red lines that would unite all Russians against the US & force Russian leadership to respond.
His name is William Burns and the memo is titled, ‘Nyet Means Nyet’.
